Martin Geddes Raises Three Key Items for the Forum:



My key point is a simple one: is the proposed policy congruent with the actual constraints and operation of broadband networks? This includes what they are capable of doing in principle, as well as in practise based on deployed technology.


Secondarily, much of the thinking is mired in legacy circuit thinking, and has not caught up with the reality of distributed computation on a statistically shared set of resources. We need regulation that is fit-for-purpose for this new era.


"Toll free" is a term that should be used lightly in the context of data, since with voice performance was already assured (in theory), so the market was just for connectivity. With data, you have distinct needs for connectivity and assured performance. Who should pay for each?

Tim's Summary from Linkedin:

Tim is a futurist with a strong pragmatic instinct.


He takes new technologies and combines them to create something that meets an unmet need.  He does this by extensive prototyping and experimentation to see if a thing works and is desirable.  Tim is currently looking at how to apply web technology, thinking and metrics to the entrenched voice communications market (aka the telephone).

He has a bright red rotary dial phone on his desk to remind him how little things have improved in 100 years.


Tim alternates between running startups and consulting for larger companies. He's currently in a consulting phase.  Past projects have included training simulation for oil platforms, time management of a space telescope and running a mobile phone network at the Burning Man festival.

software and network development projects, often integrating into telephony or other legacy systems. My role is as architect and prototyper.

I worked on the Phono project (see phono.com ) As part of which I wrote most of a webRTC server side media stack. This stack is a fresh implementation, sharing no code (except opus) with the Firefox or Chrome implementations. It comprised of STUN+ICE+DTLS+SRTP layers implemented according to the relevant RFCs.

I also implemented simple open source media stacks for both android and iOS - (see phono/phonoSDK on github )
I also presented on technical topics related to Phono at multiple conferences.

I played some small part in helping to define the webRTC standards at the W3C and the IETF .

Dr. Henning Schulzrinne co-developed the key protocols that enable Voice over Internet Protocol (VoIP) and other multimedia applications. These included the Real Time Streaming and Real-time Transport Protocols, which enable real-time transmission of multimedia across the Internet; and the Session Initiation Protocol, which sets up and configures VoIP telephony communications in enterprises and carrier networks. Since December 2011, Dr. Schulzrinne has been the Chief Technology Officer for the United States Federal Communications Commission (FCC). In this role, he guides the FCC’s work on technology and engineering issues, together with the FCC’s Office of Engineering and Technology. Dr. Schulzrinne, who earned his PhD at the University of Massachusetts at Amherst, also advises the agency to ensure that FCC policies are driving technological innovation. Dr. Schulzrinne is Levi Professor and former department chair in the Department of Computer Science at Columbia University. He is an Institute for Electrical and Electronics Engineers Fellow and former member of the Internet Architecture Board. He has published more than 250 journal and conference papers, and more than 70 Internet Requests for Comment.

NRENum.net is an end-user telephone number mapping service for academia run by NRENs (national research and education networking organisations) and coordinated by TERENA. NRENum.net uses special DNS (Domain Name System) record types to translate a telephone number into a URI (Uniform Resource Identifier) that can be used in Internet communications. It provides a solution for seamless dialling interconnection between multiple video communication infrastructures based on SIP (Session Initiation Protocol) or H.323 protocols, and it facilitates services such as Voice over Internet Protocol (VoIP), videoconferencing and telepresence.

  • Dr. Cullen Jennings currently serves as Co-Chair of the IETF RTCWeb working group and is co-editor for the WebRTC specification at W3C. Cullen has authored many industry standards and is an author of Practical VoIP, published by O'Reilly. He is a frequent speaker on the topics of VoIP, security, and the web.


    Dr. Jennings is a Fellow in the Collaboration Technology Group at Cisco. He is responsible for setting the technical direction for the next generation of Cisco's communication and collaboration products, including VoIP, SIP, security and peer-to-peer technologies. Cullen also participates in Cisco's development efforts for the Internet of Things.


  • Cullen's current focus is on moving voice and video communications into the cloud, so that they become an integrated part of Web applications and can be used in everything from business process software to collaboration applications and games. This involves smoothly integrating a number of technologies ranging from HTML5 to highly scalable cloud services and federated authentication.  Previously, Cullen played a key role in developing Cisco's technical strategy in voice/video security, media quality, NAT traversal, and peer-to-peer services.

Aelea Christofferson founded ATL Communications in 1991. Currently ATL serves almost 300 companies including carriers (landline and IP), resellers, enterprise customers, and consultants.  Not only is ATL the largest, oldest outsource option for toll free RespOrg work, ATL also specializes in building routing options for disaster recovery and least cost routing for toll free services and training carrier’s and reseller’s sales people to make use of multi-carrier routing to increase sales.  Most recently Christofferson has organized and managed the SMS 2011 group, a group that is working with the FCC to expand the management and control of the national database (SMS) and the RespOrg tariff.
Before starting ATL Communications Christofferson spent ten years in management positions at Pacific Bell. While at Pacific Bell she managed the team that introduced complementary toll-free service and served as the company’s representative on the national toll-free Database Committee, the committee that designed toll free number portability including RespOrg requirements.  Prior to that Pacific Bell position she managed carrier account teams including AT&T’s special access account.
Since 2007 Christofferson has represented small business as a member of the Oregon Governor’s Committee for Health Care reform. She has served as president of the San Francisco Chapter of the National Association of Women Business Owners.  She holds a Bachelor of Arts in Political Science from California State University, Hayward, and an MBA in Marketing from Golden Gate University.
